Focus on Coronavirus: Notable Public Policy Developments Around the World – 22 October 2020

REPORTS

Rising consumption in Germany – A survey conducted by the German institute forsa reportedly indicates that consumption of alcohol beverages and tobacco has increased during recent months. Nearly one-fourth of those who previously drank several times each week report having done so with more frequency since the start of the pandemic.

U.S. online sales – Evolving eCommerce: Alcoholic Beverages reportedly found that nearly half of those who purchased alcohol beverages online during the past year in the United States shop online to avoid in-person shopping. The report suggests that gains in online sales may be short-lived when the pandemic ends, because consumers may return to in-store shopping to avoid the fees associated with delivery.

TIGHTENING UP

Ireland – The Irish government is reintroducing the highest level of COVID-19 restrictions for six weeks, although the restrictions will be reviewed after four weeks. People may not travel more than three miles from their homes except for essential work and essential purposes. Bars and restaurants will only be allowed to provide takeaway services. Northern Ireland announced tighter restrictions as of 16 October for up to four weeks, resulting in closing pubs, restaurants, and cafes to sit-in customers.

Malaysia – A senior minister has reportedly announced that bars, nightclubs, and all entertainment centres are barred from opening until further notice. Restaurants and eateries that provide food with a liquor license may, however, continue to operate.

Spain – Several Spanish regions toughened their coronavirus restrictions on 19 October. Aragon introduced capacity limits at bars and restaurants and banned the sale of alcohol beverages in shops between 10 pm and 8 am. Catalonia has ordered a 15-day shutdown of all bars and restaurants.

GOVERNMENT ASSISTANCE

Poland – Polish brewers have urged their government to maintain the current rate and method for calculating excise duties on beer, extend the possibility of deducting excise duties on overdue beers, and allow online sales.

United States – New Jersey’s governor announced the state will extend permits for restaurants and bars to serve alcohol beverages outside at least through the end of March 2021.

SOCIAL ASPECTS

Treatment services in Australia – This author argues that treatment services for the alcohol and drug sectors remain significantly under-resourced. Of the A$6 million announced by Australia’s federal health minister in April 2020, over half has reportedly been allocated to increase online access to support services and the remainder has been given to information and awareness campaigns – but further funding is needed to ensure that existing treatment services can continue to provide COVID-safe services.
